It only makes "noise" when the wastegate is controlling boost. Lets start again, all a "screamer pipe" is instead of the wastegate exhaust joining the turbine exhaust in 1 pipe, the wastegate exhaust is vented to atmosphere via a different pipe. Thankfully, this situation can easily be fixed by lowering or moderating the water pressure. Heavy water pressure coupled with a small opening can result in intense vibrations and, consequently, high-pitched noises. Alternatively, if the water pressure is higher than what the pipes are used to, the same shrill sound can occur.
